To this end, French President Emmanuel Macron, British Prime Minister Keir Starmer and Ukrainian President Volodymyr Zelenskyj signed a joint declaration of intent.

“This declaration by the Coalition of the Willing recognizes for the first time the cooperation between the 35 countries that make up the Coalition of the Willing, Ukraine and the United States of America,” French President Emmanuel Macron said after a meeting of the so-called Coalition of the Willing. “We have consolidated the architecture, planning, resources and rules for security guarantees for Ukraine.”

The plan includes various steps, said Macron. “First, we will set up an American-led ceasefire monitoring mechanism, to which several states that have declared themselves willing and able to do so will contribute,” Macron said. This will be followed by long-term support for the Ukrainian military at the front and for future defense. In the longer term, a “multinational force in the air, at sea and on land” should be created to ensure security after the ceasefire. And finally, the coalition decided to “translate these commitments to support Ukraine in the event of a new attack by Russia into legal provisions through a solidarity and intervention mechanism.”

Those involved also agreed on continued acute support for Ukraine, said Macron. “In the short term, we will continue to support Ukraine so that it can overcome all the challenges it is currently facing,” he said. This concerns the protection of their airspace and the protection of the civilian population, “who, as we speak, are constantly being attacked by the Russians.”

Zelenskyj, representatives of the European Union (EU) and the NATO defense alliance as well as US negotiators Steve Witkoff and Jared Kushner also took part in the meeting. This was seen as a concession from the USA, which had recently become increasingly critical of Ukraine and the EU.

It was the first time since March 2025 that representatives of all 35 members of the so-called Coalition of the Willing met in person, the French presidential office announced. The headquarters of the Coalition of the Willing, which is supposed to coordinate future cooperation, is located in Paris. Merz and Macron will then meet for a one-on-one discussion, which will also discuss the future of the joint FCAS fighter jet.
